Docker based dev environment

Hi folks,
I have backported a took from BookKeeper project, originally provided by
Sijie.

https://github.com/apache/zookeeper/pull/1075

It creates a docker image/container to run on a known version of the Os
(Linux), even on Mac.

Feel free to test it
