After CASSANDRA-11738 the only severity that can exist is severity that you manually set on servers over JMX.  Not sure it makes sense to add nodetool commands for enable/disable using it when we don't have commands to set it.  If we want to add commands to set it as well, we should also add documentation on what it is, and what it does.
