   ### What happened
   
   The existing logic to calculate `Lead time for changes` only counts the PRs with the merge commit. Other PRs with commits deployed via a deployment have not been counted.
   
   ### What you expected to happen
   
   Use the merged PR during a selected time range to infer the commits deployed during this time range. The average PR time span will be considered as this period's `Lead time for changes`.
