*Design doc attached*

- Implement a REST endpoint to accept metric data
- Implement GET API calls to query stored metrics
- Implement a backend storage layer which utilizes  Phoenix API to provide CRUD operations over the metric data
- Implement Metrics aggregation layer to support roll-up at host as well as cluster level
