This is an interesting idea, and something happens (in different format/ways) in our mailing lists too, but it's a complex and big feature to be implemented fully ... so I assigned it to 2.1 even because one of main focus for that release are starting to modularize the graphics backend and theme/skins.

But this could be implemented at different levels, for example:
- a full server-side approach, where Pivot componente are translated (server-side) in page components, rendered and handled by jsf
- a partial server-side solution, with bxml files (and related scripts) could be generated server-side and consumed at client side by a Pivot Applet/Application
- other ...

Probably a starting point could be to implement a custom Theme/Skin, but all the server-side stuff has to be written, and note that our web subproject here contains only web-related components to interact with pivot client side applications (for Query etc), and web-server contains only some Servlet ... but here it's a different story (and much more complex) so probably the right place for it could be a dedicated subproject.
