The only @since 1.3, I saw on the v1_2-branch was in LoggingEventTest and I don't think that any @since 
tags are needed on the tests.

For component, extras and receivers, I think you could pull all @since tags since the items will have 
existing from initial release of the companion.  Putting @since 1.2.15 in extras would be potentially 
confusing since extras could be used with many of the earlier log4j 1.2.x's.

If there are @since 1.3 in Chainsaw, then the could be changed to reflect the anticipate version number for 
Chainsaw.
