Incident with GitHub Actions -- Beware when merging PRs

Hi all,

Committers - beware when merging PRs. There is an active incident
<https://www.githubstatus.com/> with GitHub Actions that is not triggering
jobs to run like the following screenshot from
https://github.com/apache/airflow/pull/24735 .

Please make sure all CI jobs have run successfully before mering the PRs.
