error running struts examples.war

hi,
i downloaded the following binaries:
jakarta-tomcat-3.2.3.zip
jakarta-struts-20010809.zip

i have no problems starting up tomcat, but when i copied the
struts-example.war
into my \webapps, tomcat would not start.

according to the INSTALL, i should not have to do anything else to run the
strut examples.  any ideas?

ps: i also tried using an older release of struts, but same thing.
