Testing OOO340m1 (Build:9584) On Windows 7.
Menu bar entries appear raised when the menu is open (when they should appear
pressed), and do not change at all when the cursor is over them and the menu is
not open (when they should appear raised).
This is the same issue as the LibreOffice bug
https://bugs.freedesktop.org/show_bug.cgi?id=37820.
Raising this bug against 340m0 because there is no option for 340m1.

Mouseover on menu bar in AOO 4 and Notepad
Compare the behaviour of AOO 4 (left) with the correct behaviour in Notepad
(right). Top is mouseover effect on menu title, bottom is when menu is open.

Windows 8: mouseover and menu selection behavior across oo400m3, gimp 2.8.6
(both behave improperly), notepad, vlc 2.0.7, and notepad++ 6.3.3, which behave
properly
Observed this same behavior on Windows 8 x64, in oo400m3.
While getting the appropriate screenshots, I noticed that the same bug exists
in the GIMP. Checked a few other apps to see if maybe notepad is the one that's
doing it wrong. The notepad behavior is replicated in notepad++ and vlc. The OO
behavior is replicated only in the GIMP, so far as I can tell. If this gets
confirmed, I'll pass it along to them. All the apps mentioned have a screenshot
in the composite attachment.

IMHO not a bug.
Gnumeric also behaves like AOO and GIMP.
In some applications (Firefox) menu bar is hidden...
