I have the same issue with my doc/literal web service. The workaround I know about is to get the TypeDesc from the stub and set minOccurs to 0 for each field.

I have also a test project (with ant-scripts) which shows the issue.

Environment: Windows XP.  Java j2se 1.4.2_03. jwsdp-1.3  Netbeans 3.6

Description:
This is a revival of bug '[AXIS-579]   Element not specified with nillable="true" in the wsdl should be sent over the wire'.  I have attached a stripped-down WSDL and a main file to illuminate the problems.

I've tested this against 1.1 and 1.2beta.

BTW, the free CapeClear.com SOA editor (Windows) made it very easy to strip down the 500k wsdl file to create this test example.  Highly recommended.
