[PR] chore: upgrade luarocks version [apisix]

Revolyssup opened a new pull request, #12305:

   Fixes #
   Recently a bug was found in luarocks which is fixed in luarocks 3.12.0.
   This will also help revert: https://github.com/apache/apisix/pull/12277
