   There is a good chunk of code in the python library that contains 1:1 mapping of constructs from the java library.  There are some structural issues that keep cropping up since there are some differences in how python handles namespacing not only from a style-point of view, but from an actual functional point of view.  This issue is to track progress on the first part of that refactor, which is to move classes with only static methods to be plain functions in a module.
