CaptchaImageResource keeps the image bytes in a transient field (imageData). If the page is loaded from the http session then these bytes are reused.
If you want a freshly new image then use org.apache.wicket.extensions.markup.html.captcha.CaptchaImageResource#invalidate() in CaptchaForm#onError()
