   ### Motivation
   
   Converted Managed Ledger to use the MetadataStore interface. 
   
   Note: this doesn't yet address the instantiation of `MetadataStore`, rather just creates a `ZKMetadataStore` instance. The instantiation plumbing will be completed once all the other parts are already in place.
