[DISCUSS] cordova-serve initial release

If nobody has an objections (and I can't imagine why there would be any :) ) I'd like to get a release of cordova-serve underway (so I can then update cordova-lib and cordova-browser to use it).

I'm pretty sure there are no pending PRs that should go in first :).
