OK [~chrismattmann] I need this for [iPReS|https://github.com/lewismc/ipres] now so I am going to start working on the abstract NetworkTranslator which is implemented. It saves us having to get too involved with Joshua build system, etc and augmenting it so that they publish to Maven central. I submitted a [trivial patch earlier today|https://github.com/joshua-decoder/joshua/issues/188] then just realized that having the NetworkTranslator over in Tika makes MUCH more sense.
