Docs generation update - new features

I've updated in jakarta-avalon, and it's getting pretty close to the 
Forrest version, so when we are finished defining how to use it to build 
other sites locally, we will have no more need to have it in our CVS.

Current version has these improved features which have been requested:

  * broken links do not stop processing in the CLI
  * error pages are created where the broken links point to
  * brokenlinks.txt in the build dir contains all broken links
  * the CLI has now much better and informative output
  * new docswar target in jakarta-avalon to make a .war out of the docs
  * updated cocoon to latest version, with instrumentation support

For those who want really fast generation during the editing process, I 
suggest to:

  * install the Cocoon app made with docswar in Tomcat and use it live
  * use an XML DTD-enabled editor (for wintel cocktop2000 for example)

I have tested the Framework and some Excalibur projects and it seems to 
work fine.
If there are problems, please report them and I'll fix them.
