JAX-RS form params as map

Can I set up a JAX-RS function to accept any arbitrary form parameters
delivered as a map, or some other data structure?

You should be able to use MultivaluedMap<?, ?>, ex

@POST
@Consumes(MediaType.APPLICATION_FORM_URLENCODED)
public void handleForm(MultivaluedMap map) {}
