1) Start, 2) Stop, 3) Edit, 4) Restart.??

I am a new user of James. I have downloaded the James, run run.bat file.
After that, according to documentation, I should do the installation
sequences: 1) Start, 2) Stop, 3) Edit, 4) Restart. My question is: how can I
do Star, Stop and Restart?
