I added the tika-app jar to downloads and in revision 1125344 I modified the release build to automatically prepare a release candidate folder with the source archive and the tika-app jar in it.
I don't think there's too much of a demand for direct downloads of the individual components or the javadocs, as the former are easily available from Maven Central (or as an aggregate in the tika-app jar for Ant users) and the latter are published on the Tika web site.
Thus resolving as fixed.
