I'll skip over the technical aspect of the request, with perhaps one exception as this doesn't look too difficult to provision. 

So, can I please ask about this service? Is this a mandatory feature of ACS? i.e. will all instances call home with any data? Or is it opt-in?  My concern is about EU data privacy laws. We do not want to force people into submitting this data and then finding that some legal entity determines the data is personally identifiable.

With that aside, do you care where this is hosted? 
Will the ACS PMC be responsible for maintaining this service, host etc? 

The only exception to your technical request right now will be your IPV6 address request.  While we have some addresses in our EU colo, we do not have capacity here to provision this service.  So if this is a blocker for you, please say so.
