The ChangeUserPasswordServlet$Config OCD defines the "Allow Self Password Change" value that uses the "allowSelfChangePassword" key. 

Unfortunately, the ChangeUserPasswordServlet#activate and AuthorizablePrivilegesInfoImpl#bindChangeUserPassword code was using "alwaysAllowSelfChangePassword" as the config property name which does not match the name defined in the config definition.

 

Expected:

Change the code to use the correct property name.  Also, provide backward compatibility by checking for the old name as well and log a warning to prompt the user to update their configuration.
