Add uncommitted-state-bytes gauge metric and wire approximateNumUncommittedBytes() through all metered wrappers.

- StateStoreMetrics.java — new uncommitted-state-bytes gauge
- MeteredKeyValueStore, MeteredSessionStore, MeteredWindowStore, MeteredVersionedKeyValueStore
- Headers-enabled metered wrappers (KIP-1271):
  - MeteredTimestampedKeyValueStoreWithHeaders
  - MeteredTimestampedWindowStoreWithHeaders
  - MeteredSessionStoreWithHeaders
