We should document in CONTRIBUTE.md how new participators can use our tools to post their contributions. This covers using the mailing list, JIRA, the review board, GitHub pull requests etc.

Excerp from my recent mail to a contributor on the subject:

As a contributor it is best if you can do two things:

1) Make a JIRA about your contribution, that is really a great way to consolidate the communication on a issue
2) Share your patch in one form or the other. We currently have a few ways: You can either post it as a diff on our review board [1] or you can make a pull request towards our GitHub mirror [2].
