Is there a bug in the xerces-1_0_3?

Here's is my dilemma:

I am trying to parse the dmoz's rdf files.
The data files begin with:

<RDF xmlns:r="http://www.w3.org/TR/RDF/"
     xmlns:d="http://purl.org/dc/elements/1.0/"
     xmlns="http://directory.mozilla.org/rdf">

...
</RDF>

There are three attributes in the element attribute list.
However, the SAX2 parser only recognized the
"xmlns:r" and "xmlns:d" attribute names.  What's
missing is "xmlns". The SAX1 parser recognized
all three attribute names.

Am I missing something? Or, is this a bug???

Thanks,
Steven
