Repackaging the APIs

As voted earlier, I will repackage the servlet & JSP APIs in separate 
directories (named after the jsr number). I'll do that in the 
jakarta-servletapi-5 repository, although it would be a good idea to 
eventually move them to a more general jakarta-api repository, as 
suggested by Jon.
