HELP! Cocoon error: Publishing Engine could not be initialized...

THE ERROR I get when I start up Apache and go to
http://localhost/Cocoon.xml.(dynamically generated page in Cocoon 1.8):
    "Publishing Engine could not be initialized.
    java.lang.RuntimeException: Error

It can't seem to find cocoon.jar with XercesParser.class - even though it's
there.  What am I doing wrong???

My config file info below.  Let me know if I'm missing anything that would 
help
