{{apache-rat-plugin:check}} should be executed after a reformatting with {{spotless-maven-plugin:apply}}. Currently the later is executed in phase {{process-sourcess}} while the former is executed in {{validate}} (https://github.com/apache/creadur-rat/blob/acc6141d3bfbea4c1811604fa5668b1572e85898/apache-rat-plugin/src/main/java/org/apache/rat/mp/RatCheckMojo.java#L48).
