This is the first pass at using the Abbot UI Eclipse testing for the GEP.  It's mostly going through all the major default steps so there is still much to be done to create more specific test cases, but the framework seems pretty solid.  I've also moved the V21DeploymentPlanCreationOperationTest into here since it is also a JUnit Plug-In test.
