   This PR is confusing because I didn't understand why plugins were linking with traffic_server.  I think this is addressing two issues.  One, we need to mark export_symbols so plugins can load with dlopen.  And, two, we want to make sure there aren't undefined symbols in the plugins.  Is this correct?
