Hi,

i made some minor changes to the axis code to be able to configure sending 
the null elements with xsi:nil or not. I'm not sure that i covered all the 
things that it should be:

With this change one is able to configure the SerializationContext to send 
or not the null elements in the same way as for exampple the setting of the 
xsi type. For example setting the corresponding property in the Call will 
result in sending or not the null elements. The files changed by me are:

1. AxisEngine.java
2. RPCParam.java
3. SerializationContext.java
4. SerializationContextImpl.java
5. ArraySerializer.java
6. ArraySerializer.java
7. BeanSerializer.java

As i'm not a developer of axis i'm just letting you to know that if you need 
the changes i could send it to someone to merge them in the next version or 
something....
