[VOTE] Release Apache OpenWhisk wskdebug (v1.3.0, rc1)
Hi,
This is a call to vote on releasing version 1.3.0 release candidate rc1 of the following project module with artifacts built from the Git repositories and commit IDs listed below.

Hi Alex,
I executed "./upload_to_dist.sh ../release-configs/wskdebug-1.3.0.json" on your behalf and committed the move of the signed artifacts from svn staging to svn dist.
You should be able to complete the rest of the release steps at your convenience. I think the act of publishing to dist is the only thing that requires a PMC member to do it.

Hi Alex,
I executed "./upload_to_dist.sh ../release-configs/wskdebug-1.3.0.json" on
your behalf and committed the move of the signed artifacts from svn staging
to svn dist.
You should be able to complete the rest of the release steps at your
convenience. I think the act of publishing to dist is the only thing that
requires a PMC member to do it.

FYI, the missing pgp key in KEYS has been resolved (thanks Matt!). You can now go ahead and verify the release.
Note that I signed the release using the key with the fingerprint 95137F5C6E6256D89FE9E2F1804F627B2D1BD1A0.
(We ended up adding two keys from me to KEYS. For future releases I will use the other one with 4096 bits).
