Looking at the implementation I think that we can remove the usage of the startup handler.
There are two usages: first one checks whether it's an install and if *not* it tries to read a stored settings file - which in the case of an install does not exist anyways. Therefore this check can be removed.
The second check is only performed on an install and processes the install run mode property. I think if we change the handling here, we don't need to check for the startup mode at all.
