Releasing xalan-c 1.12

Dear all,


Last year, I did some work to improve the portability of the codebase so 
that it would build with current C++17 compilers and with CMake.  There 
have been some requests over the last two months to make a proper 
release with these changes.

Additionally, the codebase is now on Apache GitBox / GitHub.

I've never made a Xalan-C release before.

- Is there a written release process?

- Where do the releases need copying for public download?

- Is there a website which needs updating?

If anyone could assist with this or walk me through the steps, that 
would be really great.


Before making the release, there is some minor housekeeping to do in the 
repository to update the release version, add some README updates etc., 
but the code itself has been in a releasable state since the changes 
made last year.
