[VFS] Initial file scan

I am using the DefaultFileMonitor to monitor a directory.  Everything works
great except that the initial files that are present don't generate a
fileCreated() call.  I can see why this is but I was wondering if there was
an easy way to modify the code to get it so it generates fileCreated() calls
for each initial file.
