[CSV] - Allow the handling of NULL values

Hi,

i'd like to submit a patch for handling NULL values in special situations.
I've created an jira issue CSV-93 - Allow the handling of NULL values
including a patch.
The patch includes a new testcase for the behavior.
The existing tests are still working :)
