Create a separate project eagle-sample-projects where we can put some very simple eagle application for developer to test/debug and for user to run.

This may includes the following projects:
1. helloworld eagle topology to for word count alert
2. topology to consume kafka input
3. topology consume events from nc commands
4. topology for stream joining before alert
5. ... ...

Also, we should provide a very simple way to start development environment in local box without hadoop sandbox.
1. start embedded hbase
2. start embedded eagle service
3. start topology
4. ....
