Apache Harmony votes to move into the Attic

Hello Attic,

After a long period of reflection Apache Harmony have recently voted to
move the project into the Attic [1], and a resolution has been submitted
to the Board for consideration at the next meeting.

Just to let you know that I'll be going through the items in the
documented process [2], and I've just subscribed here.  Not having done
this before, if things look wonky feel free to set me straight either
here or on the Harmony dev list.
