Alan Conway resolved QPID-5376.

    Resolution: Won't Fix

This fix is not really necessary except for internal testing, it would be better to find alternative, less invasive, ways of managing test ports for future tests than to propagate this feature further. We have managed to do this on other projects (e.g. dispatch) without introducing this kind of feature so it is not essential.
