Problem with custom config portlet mode

Hi,
I need to use custom config portlet mode for my portlets. I downloaded and
installed Jetspeed 2.2.0 -
http://www.apache.org/dyn/closer.cgi/portals/jetspeed-2/binaries/jetspeed-installer-minimal-2.2.0.jar.
I did all necessary steps described here :
http://issues.apache.org/jira/browse/JS2-791  (In fact, I just put the
<custom-portlet-mode> fragment into portlet.xml, decorator.properties and
jetspeed.properties were configured correctly by default ) , but the config
mode still doesn`t appear. Can you give me an advice?
