[PR] arch/arm/samv7: remove duplicated prototypes [nuttx]

   ## Summary
   `sam_lowputc.h` is almost identical to `sam_start.h` so remove one of the headers
   
   ## Impact
   Remove code duplication
   
   ## Testing
