Seems executor memory set with a local cluster is not correctly set (see https://github.com/apache/spark/blob/master/core/src/main/scala/org/apache/spark/deploy/SparkSubmit.scala#L377). Also, totalExecutorCores seems has the same issue (https://github.com/apache/spark/blob/master/core/src/main/scala/org/apache/spark/deploy/SparkSubmit.scala#L379).
