Make the BuildController and sub-actions totally independant of the DB

The build controller and sub-action must be totally independent of the db so we'll can move it to an external process and run parallel build on different server in a future version.

To update the database during a build, an event should be sent to the controller with jmx or an other thing.

Distributed Build has been implemented, so I assume this is no longer an issue.  Please reopen if I'm mistaken.
