Error with administrative portlets

When I am trying to navigate to "Jetspeed Administrative portlets" the error
appears: "internet explorer cannot open the internet site
"localhost:8080/jetexpress/Portal/Administrative" Operation aborted.

I am using JetExpress portal, minimum configuration and am trying to change
the appearance of the portlat site according to tutorial. I have changed
only the files in
folder"tomcat-express\webapps\jetexpress\decorations\layout\express-page",
the header.vm, footer.vm and style.css that should not influence in portal
behaviour in any ways. 

Any ideas what might be the problem here?
