german translation of core.xml

It's a hard work to translate such a big document, but now it is done.
The german translation of core is available at
http://cvs.apache.org/~kess/mod/core.html.de. The xml can be downloaded
at http://cvs.apache.org/~kess/mod/core.xml.de. This translation is more
loose (hm, is this correct english?) for better readability.

Thanks to nd for a first review. I would be glad to get some further
comments before I commit this.
