[I] Burr release scripts for apache [burr]

elijahbenizzy opened a new issue, #603:
URL: https://github.com/apache/burr/issues/603

Going through the first release, will want to improve it for next time

   Things to do:
   1. Create the build automatically (or make it really easy)
   2. Upload + sign everything with SVN
   3. Add qualification scripts

Looking at the merged PRs (#595, #599, #604, #609, #625, #628), the release pipeline is in place now — archive creation, signing, SVN upload, and verification are all covered in `scripts/apache_release.py`. The first release (0.41.0-incubating) went through successfully. Is there anything still missing here or can we close?
