The GitHub workflows are currently not run because of an action ([path-changes-filter|https://github.com/marketplace/actions/paths-changes-filter?version=v3.0.0], introduced with NUTCH-3084) but not allowed:

The action dorny/paths-filter@v3.0.0 is not allowed in apache/nutch because all actions must be from a repository owned by your enterprise, created by GitHub, verified in the GitHub Marketplace, or match one of the patterns: ...

Pinning the action version to the commit ID should solve the issue, see [Apache GitHub Actions policies|https://infra.apache.org/github-actions-policy.html].
