As far as I can see, this is a bug in WebLogic, not in Struts.  The fact that
the workaround you discovered (use hot deploy) works indicates this.

What is not clear to me is what you are suggesting be changed -- line 331 in
ActionServlet is in the middle of a comment in the current source code.  Please
do a "cvs diff -u" of your patched version of this file, and submit the results
so that it can be evaluated.

By the way, integration with Tiles has been greatly improved in recent nightly
builds, along with many bugfixes.  You might want to try that as well.
