## What changes were proposed in this pull request?
`PlacementPolicy` is defined in `hdds-common`, but all its usage is in `hdds-server-scm` and its dependents. This leads to unnecessary complexity, e.g. the generic type parameter which is only a workaround to avoid circular dependency among modules.
This PR moves `PlacementPolicy` back to `hdds-server-scm` and removes the generic type parameter.
