JSPC: <webapp> support broken

           Summary: JSPC: <webapp> support broken
           Product: Ant
           Version: 1.5Beta3
          Platform: Other
        OS/Version: Other
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: Optional Tasks
        AssignedTo: ant-dev@jakarta.apache.org
        ReportedBy: stevel@apache.org

So we support <webapp> in the nested elements of this task, and we handle it in
jasperc adapter, but we dont have the support in Jspc.Java to bind the two.

Fixing this makes too many changes to jspc to be snuck in at the last minute.
Well, not many changes but its the testing and regression risk that scares me.
